WHEREAS, Russell Scruggs, an esteemed assistant professor of history for 37 years at Danville Community College, retired in May 2007; and

WHEREAS, Russell Scruggs, an instructor whose legacy encompasses his passion for history, culture, and the arts, earned his bachelor of arts in history in 1964 at the University of Richmond and taught history at Oak Hill Academy for three years before earning his master of arts in history at Appalachian State University in 1970; and

WHEREAS, upon graduation, Russell Scruggs accepted a position at Danville Community College as a history professor and immediately began forming new organizations and creating events for the betterment of the students, faculty, staff, and community; and

WHEREAS, Russell Scruggs established an annual weeklong arts series, "Celebration of the Arts," which celebrates many aspects of the arts, including sculpture, music, drama, and creative writing; and he has attracted nationally-recognized personalities to the community college; and

WHEREAS, Russell Scruggs has spearheaded the coordination of events for African-American History month and served as cosponsor of the Afro-American Culture Club for 33 years; and

WHEREAS, during his time at Danville Community College, Russell Scruggs coordinated the annual talent show for faculty, staff, and students for many years and served as director of the Danville Community College Singers and faculty coordinator on the faculty development committee for the Funds for Excellence project; and

WHEREAS, the contributions of Russell Scruggs extend into the community of Danville, where he has served as president of the Danville Concert Association, the Danville Area Association for the Arts and Humanities, the Dan River Alliance for Arts and Culture, the board of directors of Hughes Memorial Home, and the Friends of the Danville Public Library; served on three panels of the Virginia Commission for the Arts; serves as a part-time minister of music at Moffett Baptist Church; and is the volunteer coordinator for the Danville church-based after-school tutorial program; and

WHEREAS, in 1994 Russell Scruggs was selected as the Outstanding Church Musician of the Year for Virginia Baptists, the Outstanding Faculty Member of the Year at Danville Community College, and the faculty member showcased at the Virginia Community Colleges Association annual meeting, and in 2005 he was recognized by the local Elks as Man of the Year for his service to the community; and

WHEREAS, Russell Scruggs' impact as an educator and a citizen is truly remarkable and enduring; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend Russell Scruggs for his dedication and service to the community of Danville; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Russell Scruggs as an expression of the General Assembly's appreciation for his many endeavors and gratitude for his outstanding public service.
