HOUSE JOINT RESOLUTION NO. 550
Commending T. Carter Melton, Jr.

WHEREAS, T. Carter Melton, Jr., a respected citizen and outstanding chief executive officer of Rockingham Memorial Hospital, will retire in 2008 following more than three decades of service to the citizens of Harrisonburg and Rockingham County; and

WHEREAS, Carter Melton graduated from Andrew Lewis High School in his hometown of Salem in 1963, received a bachelor’s degree from the Virginia Military Institute (VMI) in 1967, earned a master’s in hospital administration from what is now the Virginia Commonwealth University School of Medicine in 1974, and served his country in the United States Air Force from 1967 to 1972; and

WHEREAS, Carter Melton joined Rockingham Memorial Hospital (RMH) in 1974 as assistant administrator for planning and development, served as president and chief executive officer from 1978 to 2006, and will continue to serve as special advisor until retiring in March 2008; and

WHEREAS, a hardworking administrator and visionary leader, Carter Melton serves as the head of Rockingham Health Care, Rockingham Health Services, the Valley Wellness Center, and the RMH Foundation Board; and

WHEREAS, over the years, Carter Melton has given his time and considerable expertise to numerous professional and civic organizations, including as a board member of the VMI Board of Visitors, the Medical College of Virginia Foundation, and the Shenandoah Shared Hospital Services; as a member of the Blue Ridge Hospital Council and the United Way of Harrisonburg and Rockingham County, Virginia; and as chairman and many other leadership roles for the Virginia Hospital and Healthcare Association (VHHA); and

WHEREAS, on the state level, Carter Melton was appointed to serve on the Virginia Health Cost Review Council and the Special Task Force to Study Health Planning in Virginia, and he was appointed by Governor Kaine to serve on the Commission on Health Reform; and

WHEREAS, Carter Melton has received many awards and accolades for his many achievements, including the Businessman of the Year honor by the Harrisonburg-Rockingham Chamber of Commerce in 1986 and the Distinguished Service Award by the VHHA in 2002; and

WHEREAS, Carter Melton is a faithful member of Emmanuel Episcopal Church in Harrisonburg and is active in the church's many missions in the community; and

WHEREAS, Carter Melton and his wife, the former Connie Maxine Graham of Salem, live near Bridgewater and have three grown children and a grandson; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend T. Carter Melton, Jr., on his longtime service and valuable contributions to his fellow citizens and his community as the outstanding chief executive officer of Rockingham Memorial Hospital; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to T. Carter Melton, Jr., as an expression of the General Assembly’s gratitude for his commitment to quality medical care for the citizens of Harrisonburg, Rockingham County, and the Commonwealth.
