2008 SESSION
089291420WHEREAS, Richard Allen Young, a highly respected citizen and longtime public servant, died on February 21, 2008; and
WHEREAS, Richard Allen "Dick" Young was born May 6, 1937, in Front Royal, the son of the late Floyd Gibson and Elizabeth Eckardt Young, and devoted brother to his sister, Ann; and
WHEREAS, Dick Young attended Warren County High School where he was an exceptional athlete, receiving 10 varsity letters and a full football scholarship to George Washington University, which he attended upon graduation; and
WHEREAS, Dick Young began his more than 40-year career with the Department of Corrections as a Corrections Officer at White Post Camp 7 in 1962; and
WHEREAS, during his career, Dick Young served as Superintendent of Camp 30 in Fairfax, was promoted to Regional Major for 10 field units in 1974, was named acting Warden of the Virginia State Penitentiary in 1977, and in 1978 advanced to Regional Director for the Western Region where he remained until his retirement in 2002; and
WHEREAS, a man of great distinction, Dick Young was a proud member of the Front Royal Moose Lodge #829 since 1960, and a Master Mason with the Catawba Lodge #342; and
WHEREAS, dedicated to the prosperity and well-being of his community, Dick Young will be greatly missed and fondly remembered by his fiancée, Peggy Painter; his daughter, Kivi; his adored grandson, Shane; two great-grandchildren; his sister, Ann; and other family members and friends; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a fine public servant and outstanding Virginian, Richard Allen Young; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Richard Allen Young as an expression of the General Assembly’s respect for his memory.
