Celebrating the life of Colonel Jon M. Lockey.

WHEREAS, United States Army Colonel Jon M. Lockey, age 44, a resident of Fredericksburg, died valiantly serving his country in Baghdad, Iraq, on July 6, 2007; and

WHEREAS, Jon Lockey was born on April 28, 1963, in North Hollywood, California, the son of Hal and Pat Lockey; graduated from the United States Military Academy at West Point; later received a master's degree from New Mexico State University; and attended the United States Army Command and General Staff College in Fort Leavenworth, Kansas, and the United States Army War College in Carlisle, Pennsylvania; and

WHEREAS, while studying Italian at the Defense Language Institute in Monterey, California, in 1985, Jon Lockey met his future wife, Dorothea Jean, and the couple married and had two wonderful sons; and

WHEREAS, a brilliant analyst who served his country with great passion, Colonel Lockey was assigned to the headquarters of the Department of the Army in Washington, D.C., where he worked on current and future war planning and helped assess emerging challenges after September 11, 2001; and

WHEREAS, deployed to Iraq as chief of the Biometrics Cell for Multinational Corps, Colonel Lockey was a valuable member of a unit that utilized the science of biometrics to identify individuals by DNA, fingerprints, retinal patterns, or other characteristics, and he investigated evidence left behind at the scenes of terrorist attacks; and

WHEREAS, Colonel Lockey was a “man of honor, character, and compassion,” who will be fondly remembered for his creative mind, his dedication to the Army, and his enjoyment of life with his loved ones at his family's home at Broad Oaks Stables near Fredericksburg; and

WHEREAS, Colonel Lockey will be greatly missed by his wife of 20 years, Dorothea “Jeannie” Lockey, his two sons, Steve and CJ, and his parents, Pat and Hal Lockey, all of Fredericksburg; his sister, Susan Lockey, of Bakersfield; and his numerous friends and colleagues; and

WHEREAS, Colonel Lockey's death is a reminder of the great sacrifices made by the thousands of Americans who serve in our armed forces overseas and whose devotion to duty places them in harm's way; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a gifted scientist, courageous officer, and patriotic Virginian, Colonel Jon M. Lockey; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Colonel Jon M. Lockey as an expression of the high regard in which his memory is held by the members of the General Assembly and the citizens of Virginia.
