Commending Judith Hines.

WHEREAS, Judith Hines of Leesburg is recognized as the recipient of the Loudoun Times-Mirror 2008 Citizen of the Year award; and

WHEREAS, Judith Hines, who is president of Friends of Loudoun Mental Health, has worked for years on the national, state, and local levels to improve the lives of persons with mental illness; and

WHEREAS, from 1985 until 1992, Judith Hines served on the Loudoun Community Services Board (CSB) and played a key role in Loudoun County mental health, mental retardation, and substance abuse programs, chairing the Loudoun CSB from 1990 until 1992; and

WHEREAS, in her quest to help the mentally ill, Judith Hines helped found the Loudoun chapter of the National Alliance for the Mentally Ill in 1983 and proved instrumental in implementing two of the National Alliance on Mental Illness (NAMI) programs, “Family to Family” and “In Their Own Voices”; and

WHEREAS, acting on her passion for freedom of the press, Judith Hines was instrumental in the founding of the Newseum, a museum about news, in 1996 and has been involved for years with the Freedom Forum, an organization dedicated to freedom of the press and free speech; and

WHEREAS, Judith Hines touches many lives at Saint James United Church of Christ as an active participant in the church’s many missions in the community; and

WHEREAS, a remarkable woman with boundless energy, Judith Hines knows that she is only able to serve in such a significant way because of the love and support of her family—her devoted husband, Taylor, who plays no small role in his wife’s projects, and her two children, Nancy Hines of Leesburg and David Hines of California; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Judith Hines on her well-deserved recognition as the Loudoun Times-Mirror 2008 Citizen of the Year; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Judith Hines as an expression of the General Assembly’s gratitude for her commitment to people in need in Loudoun County and the Commonwealth.
