2008 SESSION
WHEREAS, Kathy Rae Frahm of Richmond, a dedicated public servant and outstanding citizen, died on September 14, 2007; and
WHEREAS, born in Alexandria, Kathy Frahm grew up in Oklahoma, where she was an honor student at Stillwater High School, graduating in 1985, and a National Merit Scholar at Oklahoma State University, receiving a bachelor’s degree in accounting in 1989; and
WHEREAS, when she decided that she wanted to study law, Kathy Frahm chose to attend Marshall Wythe School of Law at The College of William and Mary, and she earned her Juris Doctorate there in 1992; and
WHEREAS, Kathy Frahm elected a career in environmental policy, joining the Virginia Department of Environmental Quality as a policy analyst and working her way up through the ranks to become Director of Policy for the department; and
WHEREAS, highly respected by her agency and the members and staff of the General Assembly, Kathy Frahm worked closely with the legislative body and played a significant role in the development and passage of important environmental legislation; and
WHEREAS, known in her professional life for her ability to bring people together and find solutions to thorny problems, Kathy Frahm, in her personal life, pursued a wide range of interests including reading, classical music, theater arts, kayaking, and canoeing; and
WHEREAS, a lovely and talented daughter, sister, aunt, and friend, Kathy Frahm will be fondly remembered and greatly missed by her parents, Richard and Joyce Frahm, and numerous other family members, friends, and colleagues; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Kathy Rae Frahm, a talented public servant and a fine Virginian; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Kathy Rae Frahm as an expression of the General Assembly’s respect for her memory.
