088743744WHEREAS, Petty Officer First Class Steven P. Daugherty, United States Navy, died July 6, 2007, as a result of enemy action while conducting combat operations in Iraq; and
WHEREAS, Steve Daugherty was raised in Barstow, California, and graduated from Barstow High School in June 1997; and
WHEREAS, after receiving his associate’s degree from Barstow Community College, Steve Daugherty enlisted in the United States Navy in August 1999 with the aim of raising additional funds for college, seeing the world, and gaining some valuable life experience; and
WHEREAS, Petty Officer Daugherty graduated from the Naval Recruit Training Command, Great Lakes, Illinois, in October 1999 and then attended Naval Intelligence Training in Pensacola, Florida, in 2000 before reporting to the USS Oscar Austin and participating in the ship’s maiden deployment, which supported Operations Enduring Freedom and Iraqi Freedom; and
WHEREAS, in 2003 Petty Officer Daugherty reported to the Naval Technical Training Center Detachment in Fort Meade, Maryland; trained as a cryptologic technician, he used his unique talents to provide timely and effective cryptologic support to a wide range of missions and operations; and
WHEREAS, Petty Officer Daugherty served at Naval Security Group Activity in Norfolk, Virginia, from March 2004 to February 2007 and deployed to the Central Command Area of Operations, including Iraq; he then transferred to the Navy Information Operation Command Tactical Communications System Special Warfare; and
WHEREAS, during his service, Petty Officer Daugherty was awarded the Joint Service Achievement Medal, Combat Action Ribbon, Global War on Terrorism Service Medal, Navy “E” Ribbon, National Defense Service Medal, Sea Service Deployment Ribbon, and Good Conduct Medal (two awards); and
WHEREAS, Petty Officer Daugherty will be fondly remembered and greatly missed by his parents, two brothers and one sister, and especially his young son, as well as many other family members and friends; and
WHEREAS, Petty Officer Daugherty’s death is a reminder of the perils faced daily by the thousands of Americans who serve in our armed forces overseas and whose devotion to duty places them in harm's way; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of a courageous and patriotic American, Petty Officer First Class Steven P. Daugherty; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Petty Officer First Class Steven P. Daugherty, United States Navy, as an expression of the high regard in which his memory is held by the members of the General Assembly and the citizens of the Commonwealth.
