WHEREAS, Glenn Proctor, legendary coach of the Strasburg High School football team, retired in 2007 after 44 years as the Rams’ head coach; and

WHEREAS, Glenn Proctor came to Strasburg High School in 1964, just two years out of college, and took on the duties of both athletic director and head football coach, holding both positions for over four decades; and

WHEREAS, during his tenure, Coach Proctor guided the Rams to 12 district titles, seven regional titles, and four Group A state title games, establishing an astonishing 302-169-7 record, and in 2002 he was named to the Virginia High School League’s Hall of Fame; and

WHEREAS, on September 21, 2007, Coach Proctor earned his 300th win when the Rams defeated Page County, 30-13, making him the sixth coach in Virginia High School League history to win 300 games; and

WHEREAS, a fiery competitor who is known and respected throughout Virginia, Coach Proctor maintains that coaches get too much credit when they win and too much blame when they lose, and he credits his extraordinary record to the labor and sweat of the many excellent players and assistant coaches he has had over the years; and

WHEREAS, while Coach Proctor is very proud of his great success in winning football games, he is equally proud of his efforts to mold young men, by teaching them to play fair, play hard, play clean, and never give up, no matter what they are trying to accomplish; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend and congratulate Glenn Proctor on his enormously successful career as head coach of the Strasburg High School football team; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Glenn Proctor as an expression of the General Assembly’s respect and gratitude for his commitment to Strasburg High School and best wishes for a happy and rewarding retirement.
