HOUSE JOINT RESOLUTION NO. 311
Commending Janet Zitt.

WHEREAS, Janet Zitt, principal of Bayside Elementary School in Virginia Beach, is the recipient of the James D. Mullins Leadership Award, which was established by the Virginia State Reading Association to recognize administrators who show exceptional and innovative support for reading; and

WHEREAS, a 27-year veteran of the Virginia Beach City Public Schools, Janet Zitt has led Bayside Elementary for the past nine years and is well-known for her creativity in finding resources to support reading programs; and

WHEREAS, Janet Zitt has helped establish the Guys Read (and Girls Do Too!) program, which is designed to encourage an interest in reading among reluctant readers, particularly boys; after successful completion of a book, a student can sign up for a raffle with prizes including field trips to places like the Virginia Aquarium and Marine Science Center, Virginia Air and Space Center, and the Virginia Zoo; and

WHEREAS, to complement Accelerated Reader, a reading software program with tests that measure how well a student has read a book, Janet Zitt encouraged her staff in its development of Accelerated Thinking, a program designed to enhance reading comprehension with challenging activities that require students to think at a higher level; and

WHEREAS, in order to promote the use of libraries, Janet Zitt has requested that public library card registrations be made available at the school and encouraged parents to sign up for the public library's summer reading program; and

WHEREAS, a highly effective leader, Janet Zitt excels at motivating her staff to try new approaches and incorporate a variety of philosophies and strategies into their curricula; and

WHEREAS, Janet Zitt firmly believes that reading is a cornerstone to achieving success in all aspects of life and that in order to develop strong and enthusiastic readers, one must take it one child at a time; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend and congratulate Janet Zitt on her receipt of the James D. Mullins Leadership Award; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Janet Zitt as an expression of the General Assembly’s respect and admiration for her commitment to the students of Virginia Beach and the Commonwealth.
