WHEREAS, Jack Carper, a respected citizen and an outstanding retired captain with the Newport News Fire Department, died on October 21, 2007; and
WHEREAS, a highly experienced and revered firefighter, Jack Carper joined the Newport News Fire Department in 1944; and
WHEREAS, after a long and distinguished career, Jack Carper retired in 1978 due to injuries sustained while fighting the fire that destroyed the historic Hotel Warwick in the City of Newport News; and
WHEREAS, a great believer in his profession and the professionals charged with protecting the citizens of Newport News, Jack Carper spent much of his career demanding adequate benefits and protection for firefighters; and
WHEREAS, Jack Carper served as longtime president of the Virginia Professional Firefighters and 30 years as president of Newport News Local 794, International Association of Fire Fighters; and he was instrumental in the passing of the Virginia Heart and Lung Law that provided better health benefits for firefighters; and
WHEREAS, a man of great integrity and dedication, Jack Carper will be fondly remembered by his fellow firefighters for his leadership, as well as his activism to improve the quality of life for firefighters and their families and will be greatly missed by his many loved ones, his numerous friends and admirers, and the citizens of Newport News; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with great sadness the passing of a fine public servant and outstanding Virginian, Jack Carper; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Jack Carper as an expression of the General Assembly’s respect for his memory.
