087652572Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia is amended by adding in Article 4 of Chapter 13 of Title 30 a section numbered 30-108.1 as follows:
§ 30-108.1. Prohibited conduct concerning certain transactions and lobbyist relationships.
No legislator shall participate in any manner, directly or indirectly, in any transaction wherein the legislator's partner, associate, employer, employee, or agent receives compensation as a lobbyist with respect to the subject matter of the transaction.
No legislator shall participate in any manner, directly or indirectly, in any transaction wherein the legislator has an ownership interest in, or contractual relationship with, an entity that receives compensation as a lobbyist with respect to the subject matter of the transaction.
"Lobbyist" shall be defined as provided in § 2.2-419. "Transaction" shall be defined as provided in § 30-101.
Any violation of this section shall be subject to the jurisdiction of the appropriate Senate or House Ethics Advisory Panel and to the filing of a complaint and disciplinary proceedings pursuant to § 30-112 et seq.
