Be it enacted by the General Assembly of Virginia:

1.  § 1. That the Virginia Department of Transportation shall proceed expeditiously with the development and implementation of a program to establish regional pedestrian and bicycle advisory committees. The Department shall establish a committee in each of the Commonwealth's highway construction districts and shall appoint citizen members and other stakeholders to the committees. The committees shall hold regular meetings in order to seek public input for methods of improving government programs related to walking and bicycling. Citizen members of each regional committee shall be represented on a statewide pedestrian and bicycle committee, which shall also hold regular meetings.
