Be it enacted by the General Assembly of Virginia:

1.  That § 15.2-1428 of the Code of Virginia is amended and reenacted as follows:

§ 15.2-1428. Procedures for certain acts.

A. No ordinance or resolution appropriating money exceeding the sum of $500, imposing taxes, or authorizing the borrowing of money shall be passed except by a recorded affirmative vote of a majority of all members elected to the governing body. In case of the veto of such an ordinance or resolution, where the power of veto exists, it shall require for passage thereafter a recorded affirmative vote of two-thirds of all members elected to the governing body.

B. If the results of any May, June, or November general election would result in a change in a majority of the membership of a governing body on the following July 1, September 1, or January 1, respectively, no regulation, district boundary, or classification of property shall be amended, supplemented, or changed from the date of such election and until such respective date except by a two-thirds vote of the governing body members.
