Be it enacted by the General Assembly of Virginia:

1.  §. 1. Unless waivers that allow Virginia's existing educational accountability system, as set forth in the Standards of Quality, Standards of Learning, and Standards of Accreditation, to substantially meet the requirements of the federal No Child Left Behind (NCLB) Act are granted by the U.S. Department of Education, the Board of Education shall develop a plan to withdraw from participation in NCLB by June 30, 2009.
