H.B. 132 Handicap placards; fine for inappropriately displaying when parking in space for handicapped.

Parking in spaces reserved for persons with disabilities; local ordinances.  Provides that the governing body of any city, county, or town may, by ordinance, provide for a lesser fine if there is a placard within a vehicle utilizing a parking space reserved for persons with disabilities, but that placard is not appropriately displayed.

A BILL to amend and reenact § 46.2-1242 of the Code of Virginia, relating to parking in spaces reserved for persons with disabilities; penalty.

H.B. 144 Coal trucks, overweight; eliminates 85-mile distance limit for permits.

Overweight coal trucks.  Eliminates the 85-mile distance limit for coal truck permits.

A BILL to amend and reenact § 46.2-1143 of the Code of Virginia, relating to overweight permits for certain transporters of certain cargoes in certain localities.

H.B. 523 Vehicle safety inspection; extends time for members of armed services.

Vehicle safety inspection; members of the armed services.  Provides that any vehicle safety inspection approval sticker issued for any vehicle that is principally garaged outside the Commonwealth while its registered owner is a person in the armed services of the United States will be deemed not to have expired during the period of the owner's official absence from the Commonwealth in the armed services of the United States, regardless of whether such vehicle is operated in or through the Commonwealth during the owner's official absence from the Commonwealth in the armed services of the United States. The bill also extends time required to obtain a current vehicle inspection sticker for vehicles principally garaged outside the Commonwealth that return to or become operational in the Commonwealth from 24 to 72 hours for those vehicles whose registered owners are in the armed services and stationed outside Virginia.

H.B. 1245 Driver's license; certain restrictions for first-time applicants failing behind wheel three times.

Driver's licenses.  Provides that no person will be allowed to take the behind-the-wheel examination for a driver's license administered by DMV more than three times in any three-month period.  The bill further provides that no person who fails the behind-the-wheel examination for a driver's license administered by DMV three times shall be permitted to take such examination a fourth time until he successfully complete the in-vehicle component of driver instruction at a driver training school.

A BILL to amend and reenact §§ 46.2-325, 46.2-335, and 46.2-341.14 of the Code of Virginia, relating to obtaining driver's licenses.

H.B. 1551 Overweight and overload permits; creates fee schedules therefor to help recover maintenance costs.

Vehicle overweight and overload permits; fee structure. Requires the Department of Transportation, in consultation with the Department of Motor Vehicles, to review the current fee structure applied to overload and overweight vehicles. From July 1, 2008, to June 30, 2009, the annual overweight permit fee will be $265.

A BILL to authorize the review of the current fee structure applied to vehicles operating under permits for weight pursuant to Articles 17 and 18 of Chapter 10 of Title 46.2 of the Code of Virginia and to amend and reenact the second enactment of Chapter 738 of the Acts of Assembly of 2007, relating to vehicle weights; fee structure.
