S.B. 39 Traffic accident reports; increases amount of damage threshold to be reported by law enforcement.

Traffic accident reports.  Increases from $1,000 to $5,000 the damage threshold at which traffic accidents become "reportable."

S.B. 71 Transportation Commissioner; contracts for grounds keeping, mowing, etc. on highways in Reston.

Powers of CTC.  Allows the Commonwealth Transportation Commissioner (CTC) to enter into contracts with Reston for grounds keeping, mowing, and litter removal on highways within Reston.

A BILL to amend the Code of Virginia by adding in Article 15 of Chapter 1 of Title 33.1 a section numbered 33.1-223.2:18, relating to contracts between the Commonwealth Transportation Commissioner and certain homeowner associations.

S.B. 99 Highway systems; revenue-sharing funds therefor in certain counties, cities, and towns.

"Revenue-sharing" funds for highway systems in certain counties, cities, and towns.  Provides that, from additional revenues made available by the General Assembly after January 1, 2008, and appropriated for the improvement, construction, or reconstruction of the systems of state highways, the Commonwealth Transportation Board must make an equivalent matching allocation to any county, city, or town for designations by the governing body of up to $1 million in county, city, or town general funds for use by the county, city, or town to construct or improve the highway systems within such county, city, or town. After adopting a resolution supporting the action, the governing body may request revenue-sharing funds to construct or improve a highway system located in another locality, between two or more localities, or to bring subdivision streets, used as such prior to July 1, 1992, up to standards sufficient to qualify them for inclusion in the state primary and secondary system of highways. All requests for funding shall be accompanied by a prioritized listing of specific projects.  In allocating these funds, the Board must give priority (i) first when such project is administered by the county, city, or town, either directly or by contract with another entity, (ii) second when such county, city, or town commits more local funding than the amount of revenue-sharing funding requested, and (iii) third when the allocation will accelerate an existing project in the Six-Year Improvement Program or the locality's capital plans. Any funds remaining may be applied to any other project that requires an equivalent matching allocation from the governing body.

S.B. 116 Motor Vehicles, Department of; service charges.

DMV service charges.  Imposes, in addition to any other fee imposed and collected by DMV, service charges in amounts to be determined by the DMV Commissioner for any transaction that is carried out in any of its customer service centers if the transaction is one that can be conducted by electronic means.

S.B. 121 TransDominion Express Commission; created.

TransDominion Express Commission. Establishes the TransDominion Express Commission, to be responsible, within the TransDominion Corridor, for identifying needed construction, reconstruction, improvements of or repairs to railroads and their facilities and equipment to provide enhanced passenger rail service coordinated with freight rail opportunities within the corridor.

A BILL to amend the Code of Virginia by adding in Title 33.1 a chapter numbered 10.3, consisting of sections numbered 33.1-391.16 through 33.1-391.18, and to repeal Chapter 1041 of the Acts of Assembly of 2003, relating to the TransDominion Express Commission.

S.B. 122 Rail Transportation Development Authority; created.

Rail Transportation Development Authority.  Establishes the Rail Transportation Development Authority. The Authority is to be responsible for identifying needed construction, reconstruction, improvements, or repairs to railroads and their facilities and equipment. The Authority is given the power to finance or assist in financing any such rail transportation project. The bill requires the Virginia Department of Rail and Public Transportation, in conjunction with the Authority, to develop a rail transportation plan for the Commonwealth. The bill further abolishes the Rail Advisory Board and repeals Chapter 1041 of the 2003 Acts of Assembly, which provided for the creation of a Rail Transportation Development Authority, but never became effective, because it included a reenactment clause, and the act was not reenacted.

A BILL to amend and reenact § 2.2-2101, as it is currently effective and as it shall become effective, and § 33.1-221.1:1.1 of the Code of Virginia, to amend the Code of Virginia by adding in Title 33.1 a chapter numbered 10.1:1, consisting of sections numbered 33.1-391.5:1 through 33.1-391.5:5, and to repeal § 33.1-391.3:1 of the Code of Virginia and Chapter 1041 of the Acts of Assembly of 2003, relating to the Rail Transportation Development Authority and the Rail Advisory Board.

S.B. 150 Wilderness Road: Virginia's Heritage Migration Route; designating certain highway segments thereas.

Wilderness Road: Virginia's Heritage Migration Route.  Designates U.S. Route 11 from Winchester to Bristol, connecting with the Daniel Boone Wilderness Trail in Scott County and continuing west on U.S. Routes 58 and 23, ending at Cumberland Gap National Heritage Park in Lee County where it intersects with the Kentucky Wilderness Road Heritage Highway; the Carolina Road along the corridor of U.S. Route 220, which runs from Buchanan County through Franklin County, Henry County, and the city of Martinsville, where it connects with North Carolina; and the Fincastle Turnpike as the "Wilderness Road: Virginia's Heritage Migration Route."  Notwithstanding the provisions of § 33.1-12, the cost of producing, placing, and maintaining these signs shall be paid as set out in the general appropriation act.

S.B. 291 Company vehicles of automotive manufacturers.

Company vehicles of automotive manufacturers.  Provides for specialized registration and titling of company vehicles of automotive manufacturers. These vehicles would also be exempt from the motor vehicle sales and use tax.

S.B. 309 Restricted driver's license; issuance to operate motor vehicle during period of suspension

S.B. 371 Rail Enhancement Fund; allows Director to waive certain requirements regarding project funding.

Rail Enhancement Fund.  Allows the Director of the Department of Rail and Public Transportation, with the approval of the Rail Advisory Board, to waive the requirement that projects funded by the Fund include a minimum of 30 percent cash or in-kind matching contribution from a private source, which may include a railroad, a regional authority, a local government source, or a combination of such sources. The bill also allows the use of funds from "federal governmental sources" in connection with projects funded from the Fund.

S.B. 414 Nonemergency medical transportation.

Nonemergency medical transportation.  Creates a new DMV permit for nonemergency medical transportation providers exclusively in the business of providing services to recipients of Medicaid and FAMIS.

DMV fees.  Increases the surcharge of issuance of any driver's license other than a commercial driver's license from $1.60 per year to $3.60 per year of validity of the license and increases the fee for the reissuance or replacement of a driver's license from $5 to $10. The bill also increases the fee for issuance of a duplicate driver's license from $5 to $10.
