In its deliberations, the joint subcommittee shall provide for the contributions and participation of representatives of Smart Beginnings of the Virginia Peninsula and the Virginia State Reading Association, librarians whose specialty is summer reading programs, elementary school reading administrators, and elementary school reading teachers or specialists.  These persons shall contribute and participate in the manner deemed appropriate by the joint subcommittee in the furtherance of its work.
