TO THE VIRGINIA HOUSE OF DELEGATES:
HOUSE BILL NO. 649
Pursuant to Article V, Section 6, of the Constitution of Virginia, I veto House Bill 649, which prescribes the method by which certain regional transportation taxes and fees may be collected.
Between the passage of this bill and my consideration of it, the Supreme Court of Virginia has ruled that such taxes and fees are not constitutional. Had the fees remained in place, I am concerned that the collection methods prescribed by this bill would have been overly burdensome to the taxpaying public.
Accordingly, I veto this bill.
