Study; waste minimization; report. Requests the Joint Legislative Audit and Review Commission to study waste minimization, reuse, and recycling. JLARC will evaluate the success of programs in Virginia and other states, and recommend a plan to achieve long-term waste minimization. This is a two-year study.
