SUMMARY AS INTRODUCED:

Constitutional amendment (first resolution); exercise of eminent domain powers.  Provides that the taking of private property by eminent domain for the primary purpose of economic development does not constitute a permissible public use.  The proposed amendment makes it a judicial question whether private property is being condemned for a permissible public use.
