SUMMARY AS PASSED: (all summaries)

Water systems; chronically noncompliant systems.  Defines "chronically noncompliant waterworks" as a waterworks that is unable to provide pure water for any of several enumerated reasons. Requires the Board of Health to promulgate regulations for the implementation of a program to (i) identify chronically noncompliant waterworks and (ii) create mechanisms or enforcement options for eliminating underperforming systems.  Provides that, out of such funds as may be appropriated, the Commissioner of Health, with the assistance of the Office of the Attorney General, is authorized to enter into contracts for (a) the design of a program for the identification of noncompliant waterworks and (b) the development of enforcement options to carry out the provisions of this act.
