Statewide Independent Living Council and Statewide Independent Living Fund (SILC).  Authorizes the SILC to apply for and accept grants.

SUMMARY AS INTRODUCED:

Statewide Independent Living Council and Statewide Independent Living Fund. Authorizes the SILC to solicit funds for deposit in the SILF. Requires the SILC to report the names of all donors and the amount of all donations.
