SUMMARY AS ENACTED WITH GOVERNOR'S RECOMMENDATION: (all summaries)

Council on Indians.  Changes the membership of the Council on Indians to consist of the chiefs of the Virginia tribes officially recognized by the Commonwealth, two at-large members appointed by the Governor from the Indian population residing in the state, and a member of the Governor's senior staff.  The bill also authorizes the Council to establish an advisory committee consisting of members of representatives of Virginia tribes officially recognized by the Commonwealth and non-recognized Indian descendant communities.  In addition, the bill also adds a provision recognizing tribal relations that includes a statement of intent for the Commonwealth to act within the spirit and intent of certain original treaties to the extent permitted by the United States Constitution when dealing with official recognized tribes.  The bill contains technical amendments.
