SUMMARY AS PASSED SENATE: (all summaries)

Local regulation of fertilizer.  Prohibits localities from regulating the registration, packaging, labeling, sale, or distribution of fertilizers. Localities are also prohibited from regulating use, application, or storage except by ordinances consistent with certain state laws. Persons aggrieved by development conditions restricting fertilizer use will have the right to bring an action against the locality.
