SUMMARY AS INTRODUCED:

Study; cost of substance abuse to the Commonwealth; report.  Directs JLARC to study the cost of substance abuse to the Commonwealth to determine the financial savings available to the Commonwealth as a result of providing treatment to offenders diverted from incarceration.
