Study; Joint Commission on Health Care; housing opportunities for persons with mental illness; report.  Directs the Joint Commission on Health Care to study ways to improve housing opportunities for persons with mental illness.  Describes the rising costs and challenge of finding housing for consumers with mental illness, which may undermine their treatment.
