Study; unfunded state mandates; report.  Establishes a joint subcommittee to undertake a comprehensive examination of the impact of unfunded state mandates on localities, the scope and cost of presently unfunded mandates, and any possible means to lessen or limit the impact of both unfunded and underfunded mandates.
