HB 3170 Sewage sludge; person seeking permit to apply to land to identify specific sites it will be applied.
Introduced by: Benjamin L. Cline | all patrons ... notes | add to my profiles
SUMMARY AS INTRODUCED:
Sewage sludge applications. Requires a person seeking permits to apply sewage sludge to land to identify the specific sites where it will be applied. The bill also institutes a $5,000 Health Department permit fee if an existing permit is amended to include additional acreage that is (i) greater than the acreage in the original permit and (ii) not contiguous to the sites identified in the original permit. Similarly, for permits issued by the Department of Environmental Quality, the addition of acreage greater than the acreage in the original permit would require an amendment to the permit and would be considered a major modification. As a major modification to the permit, the fee would be 50% of the fee charged for the original permit. This bill has been incorporated into HB 2802.
