HB 2801 Sewage sludge; requires local government certify that site thereof in compliance with ordinances.
Introduced by: Kathy J. Byron | all patrons ... notes | add to my profiles
SUMMARY AS INTRODUCED:
Land application of sewage sludge. Requires that the local government certify as part of the state permit application to land apply sewage sludge that the site of the proposed spreading of sewage sludge is in compliance with all local ordinances. The bill also gives localities the authority to adopt an ordinance that reasonably restricts the land application of sewage sludge to certain areas or parcels based on public health, welfare, or safety criteria. The Department of Environmental Quality or the Department of Health permit application filled out by the person applying the sewage sludge is not considered complete until there is such local certification.
