Charter; City of Norfolk.  Amends provisions related to the Norfolk Airport Authority related to the police powers of the Authority and the Authority's ability to enter into agreements for concurrent jurisdiction with the cities of Norfolk and Virginia Beach.  Also, numerous technical changes are made.
