SENATE JOINT RESOLUTION NO. 448
Celebrating the life of Dorothy Quarles Stamps.

WHEREAS, Dorothy Quarles Stamps of Forest, a respected citizen and an outstanding Virginia educator for more than 25 years, died on March 13, 2006; and

WHEREAS, with her sights set on becoming a fine educator, Dorothy Stamps pursued a bachelor’s degree in English at Saint Paul's College in Lawrenceville in 1970, a master’s degree in education at Howard University in Washington, D.C., in 1974, and a doctoral degree in higher education administration and supervision at Georgia State University in 1984; and

WHEREAS, Dorothy Stamps began her career in education teaching English, first at Luther P. Jackson Senior High School in Dendron from 1970 to 1972, also serving as chair of its English Department, and then at Stonewall Jackson Senior High School in Manassas from 1972 to 1973; and

WHEREAS, completing advanced degrees in education, Dorothy Stamps worked diligently for the Virginia Community College System for much of her exemplary career, serving at Northern Virginia Community College in Manassas as counselor, financial aid and placement officer from 1974 to 1980, and at Central Virginia Community College in Lynchburg as coordinator of counseling services from 1984 to 1996; she ended her career in Ohio at Cuyahoga Community College in Highland Hills Village, where she was dean of student affairs from 1996 to 2006; and

WHEREAS, among her many stellar achievements, Dorothy Stamps conducted a workshop titled “Affirmative Action in the Workplace” at Southern University in Baton Rouge, Louisiana, in 1987; developed a plan to enhance adolescent development among eighth graders in selected Virginia school districts for the Governor in 1987; presented “High Risk Students and Strategies for Retention” at the National Institute for Staff and Organizational Development of the University of Texas at Austin in 1988; was selected as one of three women from Virginia to participate in the National Institute for Leadership Development sponsored by the American Association of Women in Community and Junior Colleges held in Denver in 1989; presented a paper titled “Enhancing Minority Access and Retention Within Community Colleges: A Model Program” at the 9th National Higher Education Conference on Student Retention in 1993; and developed the Young Scholars’ Institute, an outreach partnership program for seventh and ninth graders and a retention program with the course "Odyssey of the Black Male" for the Lynchburg City Public Schools in 1995; and

WHEREAS, dedicated to excellence in education, Dorothy Stamps gave her time and immense talents to many professional organizations, including as a member of Kappa Delta Pi Honor Society in Education, Phi Delta Kappa Professional Education Fraternity, National Association for Female Executives, and Lynchburg Chapter of Links, Inc.; as a member of the board of New Vista School; and as first chair of the board of directors of Alliance for Excellence; and

WHEREAS, during her distinguished career, Dorothy Stamps received numerous awards and accolades, such as the Outstanding Community Service Award by Distant Friends of Lynchburg, Who’s Who in American Education and Who’s Who in the South and Southwest, and National Assessment of Educational Progress’ Visiting Scholar Certificate from the Educational Testing Service; and

WHEREAS, along with her devoted husband, Dr. L. Garnell Stamps, Dorothy Stamps cherished Virginia and was dedicated to providing the best education possible to all of its young people; and

WHEREAS, Dorothy Stamps will be fondly remembered and greatly missed by her family, her numerous friends, colleagues, and students, and the citizens of the Commonwealth; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly mourn the passing of an exceptional educator and outstanding Virginian, Dorothy Quarles Stamps; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to the family of Dorothy Quarles Stamps as an expression of the General Assembly’s respect for her memory.
