Be it enacted by the General Assembly of Virginia:

1.  That § 15.2-1636.5 of the Code of Virginia is amended and reenacted as follows:

§ 15.2-1636.5. Membership; compensation.

The Compensation Board shall consist of the Auditor of Public Accounts, the State Tax Commissioner, as ex officio members, and one member, who may or may not be an officer or employee of the Commonwealth, who shall be appointed and designated as chairman of the Board by the Governor and who shall hold office at the pleasure of the Governor. The ex officio members of the Board shall not receive any compensation for their services as such members. The member designated by the Governor as chairman shall receive such compensation as shall be fixed by law. five nonlegislative citizen members appointed by the Governor as follows: one member appointed from a list of nominees provided by the Virginia Sheriffs' Association, one member appointed from a list of nominees provides by the Virginia Clerks' Association, one member appointed from a list of nominees provided by the Virginia Association of Commonwealth's Attorneys, one member appointed from a list of nominees provided by the Treasurer's Association of Virginia, and one member appointed from a list of nominees provided by the Commissioners of Revenue Association of Virginia.

B. All appointments shall be for terms of four years, except that appointments to fill vacancies shall be for the unexpired terms. No person shall be eligible to serve for more than two successive full terms.

C. The Board shall elect a chairman and vice-chairman from among its members. Three members of the Board shall constitute a quorum. 

D. Members of the Board shall receive no compensation for their services but shall be reimbursed for all reasonable and necessary expenses incurred in the performance of their duties as provided in §§ 2.2-2813 and 2.2-2825.
