Be it enacted by the General Assembly of Virginia:

1. § 1. All applications pending before the State Corporation Commission for approval for the construction of any electrical utility facility shall be suspended until July 1, 2008. Except as set forth in this act, no construction that was previously approved by the Commission that has not yet commenced shall begin until July 1, 2008.

§ 2. Notwithstanding the provisions of § 1, pilot projects are established to ascertain the feasibility and desirability of installing electrical transmission lines underground as follows:

A. A project in Loudoun County, generally identified as the route originating at the Pleasant View substation and ending at the Hamilton substation, to install a 240 kV transmission line, placing the line underground where feasible;

B. A project in Fauquier County, generally identified as a portion of the route of the project originating at the Meadow Brook substation and ending at the Loudoun substation, to install a 500 kV transmission line, placing the line underground where feasible; and

C. A project in Prince William County, generally identified as the eastern portion of the proposed Meadow Brook - Loudoun 500 kV transmission line and ending at the substation near the border of Prince William County and Loudoun County, placing the line underground where feasible.

2. That an emergency exists and this act is in force from its passage.
