Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 46.2-335.3 as follows:

§ 46.2-335.3.  Department to develop and distribute materials for parents of certain minors.

The Department, in cooperation with the Department of Education, shall develop, produce, and make available instructional materials for use by parents of minors who hold learner's permits or provisional driver's licenses. Such materials shall be designed to assist parents in ensuring that their children develop the skills, knowledge, habits, and awareness necessary for their becoming safe drivers.  Such materials shall be available free of charge in the Department's Customer Service Centers.
