2007 SESSION
WHEREAS, J. Steve Thomas, Sr., who retired December 31, 2006, is recognized for his 43 years of outstanding service to the citizens of Northumberland County; and
WHEREAS, Steve Thomas began his career with the county in 1963 when he was elected Commissioner of the Revenue, and he handled the responsibilities of the position with skill and distinction for 12 years; and
WHEREAS, in 1975 Steve Thomas was elected Clerk of the Circuit Court and during his 31-year tenure, he oversaw the modernization of the office with the transition to maintaining court and land records on computers; and
WHEREAS, in 1990 Steve Thomas earned the designation of certified circuit court clerk after successfully completing the Court Clerks/Deputy Clerks Certification Program offered through the Weldon Cooper Center for Public Service at the University of Virginia and the Virginia Court Clerks' Association; and
WHEREAS, in addition to his hard work and dedication as a government official, Steve Thomas has been a leader in the Northern Neck and regional rural electric cooperatives and is credited with building stronger state and regional associations through his work with the Virginia, Maryland & Delaware Association of Electric Cooperatives; and
WHEREAS, Steve Thomas has served on the board of directors of the Northern Neck Electric Cooperative since 1970 and is its current chairman, and is a member of the board of directors of the Virginia Rural Electric Cooperative Association; and
WHEREAS, a faithful member of Coan Baptist Church for over 40 years, Steve Thomas has been a deacon and an important leader in the congregation, and he has served his community as a Mason since 1964; and
WHEREAS, Steve Thomas' wealth of experience has been a valuable resource for the government of Northumberland County and his concern for and commitment to the well-being of his fellow citizens are a constant; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend J. Steve Thomas, Sr., for his many years of public service to the citizens of Northumberland County; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to J. Steve Thomas, Sr., as an expression of the General Assembly's gratitude for his many contributions and best wishes for a rewarding retirement.
