2007 SESSION
WHEREAS, Judith S. Hays, a resident of Manassas and a dedicated public servant, died on February 6, 2007; and
WHEREAS, Judy Hays was the first director of the Department of Social Services in Manassas, serving in that position from 1976 to 1997; and
WHEREAS, after retiring from the Department of Social Services, Judy Hays wished to remain engaged in civic affairs, and from March 1999 to June 2006, she served on the Manassas City Council; and
WHEREAS, Judy Hays' motto as a council member was "Open Door to Good Government," and her goal was to encourage citizens to participate in city government; and
WHEREAS, as a council member, Judy Hays served on the City/School Finance Committee, the City/County Committee, the Community Development and Land Use Committee, and the Joint City/School Board Technology Committee; and as chair of the Personnel Committee, she organized an effective application, interview, and appointment process for the city's boards, committees, and commissions; and
WHEREAS, during her tenure on the City Council, Judy Hays demonstrated great vision for the quality of life in Manassas with her support of the City Square project, the Prince William Symphony Orchestra, the Community Performing Arts Center, and the Loy E. Harris Pavilion; and
WHEREAS, always concerned for the well-being of others, Judy Hays was a faithful member of Grace United Methodist Church, supporting the church's many missions in the community, and she also served as director of congregational care at Centreville United Methodist Church; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note with great sadness the loss of Judith S. Hays, an outstanding public servant and a fine Virginian; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Judith S. Hays as an expression of the General Assembly's respect for her memory.
