HOUSE JOINT RESOLUTION NO. 828
Commending Brian K. Matney.

WHEREAS, Brian K. Matney, outstanding principal of Cox High School of the Virginia Beach City Public Schools, was named 2006 State High School Principal of the Year by the Virginia Association of Secondary School Principals (VASSP); and

WHEREAS, Brian Matney's ability to anticipate problems and find effective solutions in order to bring about meaningful change earned high marks from the VASSP; and

WHEREAS, Brian Matney, a product of the Virginia Beach City Public Schools, graduated from Kempsville High School in 1983; and

WHEREAS, Brian Matney was an Echols Scholar at the University of Virginia where he earned his bachelor's degree in 1987, and from there he went on to earn a master's in teaching and a doctorate in education from the University of North Carolina at Chapel Hill; and

WHEREAS, after earning his doctorate, Brian Matney began teaching government at Green Run High School in Virginia Beach and served as assistant principal at Ocean Lakes High School; he later became principal of Lynnhaven Middle School and in 2002 he took over as principal of Cox High School; and

WHEREAS, with a warm smile and a will to succeed, Brian Matney has worked to foster a personal environment at Cox High School and create a more close-knit school community; and

WHEREAS, in order to help students feel more connected to the school and one another, Brian Matney has initiated programs such as Freshman Falconfest, an orientation day for ninth graders, and the Wall of Honor, where student accomplishments in a wide range of areas are publicized; and

WHEREAS, the energy and enthusiasm that Brian Matney brings to school each day have helped create a positive atmosphere at Cox High School and increase the morale of students and staff; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby commend and congratulate Brian K. Matney for being named the 2006 VASSP High School Principal of the Year; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Brian K. Matney as an expression of the General Assembly's gratitude for his dedication to improving the educational experience of students in Virginia Beach.
