WHEREAS, Dr. Jay R. Sculley of Vienna, an exemplary professor at the Virginia Military Institute and a member of its Board of Visitors, died on January 6, 2007; and

WHEREAS, Dr. Sculley graduated from the Virginia Military Institute (VMI) in 1962 and served in the United States Air Force for nearly three years before attending Johns Hopkins University, where he earned a master’s and a doctoral degree in environmental engineering; and

WHEREAS, Dr. Sculley joined the VMI faculty in 1970, taught civil engineering for 11 years, and headed the Department of Civil and Environmental Engineering for the last three of those years; and

WHEREAS, Dr. Sculley was not only an exceptional professor, but he also served as VMI’s first soccer coach when the program became an intercollegiate sport in 1972, holding that position until 1980; and

WHEREAS, a man of principle and integrity, Dr. Sculley served as the VMI superintendent’s representative to the VMI Honor Board; and

WHEREAS, committed to his beloved alma mater and its standards of excellence, Dr. Sculley served as a member of the VMI Board of Visitors, the VMI International Studies Advisory Board, chair and member of the board of VMI Research Laboratories, and a trustee of the VMI Foundation; and

WHEREAS, called to public service, Dr. Sculley served as Assistant Secretary of the Army for research, development, and acquisition from 1981 to 1989, responsible for managing a $25 billion program and serving as the scientific advisor to the Secretary of the Army; and

WHEREAS, in 1995 the American Society for Engineering Management named Dr. Sculley Engineering Manager of the Year for his outstanding achievements; and

WHEREAS, after his long and distinguished career at VMI, Dr. Sculley served as the chair and CEO of Allied Research Corporation for a period of time before joining Horne Engineering Services, Inc., in 2001, where he served as director of science and technology from 2003 to November 2006 and as a member of its corporate advisory board; and

WHEREAS, Dr. Sculley will be remembered as an extraordinary professor and coach and for his professionalism and strong sense of duty and will be greatly missed by his loving family, his numerous friends and admirers, and the faculty and students of the Virginia Military Institute; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of a dedicated educator, public servant, and outstanding Virginian, Dr. Jay R. Sculley; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Dr. Jay R. Sculley as an expression of the General Assembly’s respect for his memory.
