073867364WHEREAS, Ronald E. Foster of Leesburg, formerly of the City of Richmond, a community leader, builder, and businessman, died on September 7, 2006; and
WHEREAS, a Richmond native, Ronald Foster spent his childhood in Brooklyn, New York, and earned an undergraduate degree in architecture from Hampton University and a master's degree in urban planning from the University of Virginia; and
WHEREAS, Ronald Foster served as the deputy director of economic development for the City of Richmond under City Manager Robert C. Ball; and
WHEREAS, best known for his efforts to improve the Jackson Ward community, Ronald Foster worked with Richmond Redevelopment and Housing Authority on plans for a subdivision at the north end of the area to be called "Jackson Place"; and
WHEREAS, while residing in Richmond, Ronald Foster served as president of the Brookbury Civic Association; and
WHEREAS, Ronald Foster worked as a builder in Jacksonville, Florida, for many years and then returned home to oversee the development and building of the Brickshire community in New Kent County; he also served as a regional vice president for Somerset Homes, supervising the development of a subdivision project in the Fredericksburg area; and
WHEREAS, Ronald Foster was always an enthusiastic supporter of his community and church, no matter where his work took him or what community he lived in, and he will be fondly remembered as a devoted husband, father, and friend; and
WHEREAS, Ronald Foster will be greatly missed by his wife Pat W. Foster, his children and stepchildren, his three wonderful grandchildren, his mother, brother and sister, and numerous other loving family members and friends; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly mourn the passing of a fine Virginian, Ronald E. Foster; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Ronald E. Foster as an expression of the General Assembly’s respect for his memory.
