WHEREAS, William S. Kiley, Deputy Chief for the City of Virginia Beach, Department of Emergency Medical Services, was inducted into the City of Virginia Beach Hall of Fame in 2006; and
WHEREAS, William “Bill” Kiley began volunteering with the City of Virginia Beach in 1976 for the Virginia Beach Borough Volunteer Fire Department; and
WHEREAS, in 1980 Bill Kiley joined the Virginia Beach Volunteer Rescue Squad, and following in the tradition of his father, Charles S. Kiley, and brother, Daniel S. Kiley, he became an employee with the city as an events supervisor at the Alan B. Shepherd Convention Center; and
WHEREAS, in 1984 Bill Kiley began his career with the Department of Emergency Medical Services (EMS) as an EMS field evaluator and served in numerous roles until April 1996, when he was promoted to deputy EMS chief, which is the chief operating officer of the department; and
WHEREAS, Chief Kiley managed the implementation and creation of the city’s first mass casualty plan, which was adopted by the Tidewater Emergency Medical Services Council and ultimately used as a model for a national plan adopted by the Department of Homeland Security; and
WHEREAS, Chief Kiley organized funds and resources to assist in the creation of EMS Disaster Medical Assistance Team VA-1 DMAT, designed to rapidly deploy whenever a State of Emergency is declared by the Governor; this was the case on September 11, 2001, when within 30 minutes of receiving the alert, the outstanding disaster team prepared to respond to the Pentagon following the terrorist attack; and
WHEREAS, Chief Kiley’s dedication to assuring the provision of outstanding prehospital emergency medical services to the citizens and visitors of the City of Virginia Beach have earned him numerous awards and commendations; and
WHEREAS, an experienced and visionary leader, Chief Kiley has implemented the inclusion of career medics to assist volunteer services in a manner that has proved to be a model for agencies across the Commonwealth; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend and congratulate William S. Kiley on his well-deserved recognition as a member of the City of Virginia Beach Hall of Fame; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to William S. Kiley as an expression of the General Assembly’s appreciation for his many accomplishments and dedication to the citizens of Virginia Beach and the Commonwealth.
