WHEREAS, Robert C. "Bobby" Scott is recognized for 30 years of community service and dedication to the citizens of the Commonwealth on the occasion of his 60th birthday; and

WHEREAS, Bobby Scott was born April 30, 1947, in Washington, D.C., grew up in Newport News, and is a graduate of Harvard College and the Boston College Law School; and

WHEREAS, after graduating from law school, Bobby Scott returned to Newport News and practiced law from 1973 to 1991; and

WHEREAS, Bobby Scott received an honorable discharge for his service in the Massachusetts National Guard and the United States Army Reserves; and

WHEREAS, prior to serving in the United States House of Representatives, Bobby Scott served in the House of Delegates of Virginia from 1978 to 1983 and in the Senate of Virginia from 1983 to 1993; and

WHEREAS, during his 15-year tenure in the General Assembly of Virginia, Bobby Scott helped pass legislation important to Virginians in health care, education, employment, economic development, crime prevention, social services, and consumer protection; and

WHEREAS, in 1992 Bobby Scott became the second African American from Virginia to be elected to the United States House of Representatives and the first since Reconstruction; and

WHEREAS, Bobby Scott serves on the House Committee on the Judiciary, where he is the chair of the Subcommittee on Crime, Terrorism, and Homeland Security, and on the House Committee on Education and Labor and the House Committee on the Budget; and

WHEREAS, Congressman Bobby Scott began serving his eighth term as a member of Congress on January 4, 2007; and

WHEREAS, a faithful member of St. Augustine’s Episcopal Church in Newport News, Bobby Scott has been an active member and leader with many professional, community, and civic boards and organizations; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Robert C. Scott for his 30 years of devoted service to his community and the citizens of the Commonwealth; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Robert C. Scott as an expression of the General Assembly’s best wishes on the occasion of his 60th birthday.
