Be it enacted by the General Assembly of Virginia:
1. § 1. Requirement of lawful immigration status for state determination of legal domicile. In accordance with the Illegal Immigration Reform and Immigrant Responsibility Act of 1996, a person who is not a citizen or legal resident of the United States or who is without lawful immigration status, shall not be entitled to classification as a resident of the Commonwealth. For all State determinations where legal residence or legal domicile is required by Virginia law, an individual must be a U.S. citizen, or an alien lawfully present within the United States.
