071989276Be it enacted by the General Assembly of Virginia:
1. That Chapter 596 of the Acts of Assembly of 2000 is amended by adding a section numbered 5 as follows:
§ 5. That the General Assembly shall appoint a special commission to investigate the operations and finances of the Southeastern Public Service Authority and make findings regarding the performance and financial stability of the Authority. The special commission shall also make recommendations for the betterment of the localities that are members of the Southeastern Public Service Authority. The special commission shall make recommendations to the General Assembly concerning the financial stability of the Southeastern Public Service Authority and recommendations concerning whether the General Assembly should dissolve the Southeastern Public Service Authority.
