Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding in Article 15 of Chapter 1 of Title 33.1 a section numbered 33.1-223.2:17 as follows:

§ 33.1-223.2:17. Department to study and prepare and disseminate annual report on secondary highway system maintenance.

The Department of Transportation shall study and annually prepare and disseminate a report on maintenance of the state secondary highway system and treatment of secondary highway system components in the Department's asset management system.  Such study and report shall include but not be limited to a comparison of maintenance costs, projected maintenance costs, and actual maintenance expenditures for secondary highway system components that experience comparatively high volumes of traffic and those that experience comparatively low volumes of traffic. Copies of such annual report shall be provided by the Department to the Governor and members of the General Assembly and made available to the public at a reasonable cost.
