An Act to amend and reenact § 8.12, as amended, of Chapter 576 of the Acts of Assembly of 1978, which provided a charter for the City of Newport News, relating to city contracts.

Be it  enacted by the General Assembly of Virginia:

1.  That § 8.12, as amended, of Chapter 576 of the Acts of Assembly of 1978 is amended and reenacted as follows:

§ 8.12.  Contracts for city improvements.

Any city improvement costing more than $1,000, except where such improvement is executed directly by a city department, shall be executed by contract.  All such contracts for more than $25,000 $50,000 shall be awarded to the lowest responsible bidder, or if the council should so determine, to such bidder whose bid is more acceptable to the public interest, after such public notice and competition as may be prescribed by ordinance, provided the city manager shall have the power to reject all bids and advertise again. Alterations in any contract may be made when authorized by the council upon the written recommendation of the city manager.
