C. The prospective grantee shall compensate the Commonwealth in an amount commensurate with the property interest being conveyed, which shall be considered equivalent to the appraised value of such parcel as determined by the average of two appraisals obtained from certified general real estate appraisers licensed in accordance with Chapter 20.1 (§ 54.1-2009 et seq.) of Title 54.1.
