JOINT CONFERENCE COMMITTEE REPORT

We, the conferees appointed by the respective bodies to consider and report upon the disagreeing vote on House Bill No. 2782, report as follows:

A.  We recommend that the Senate Amendment be rejected.

B. We recommend that the engrossed bill be amended as follows to resolve the matter under disagreement.

    1.  After line 26

      insert

        3. That the provisions of this act shall not affect any litigation that is pending on the effective date of this act.

We, the conferees, appointed by the respective bodies to consider and report upon the disagreeing vote on House Bill No. 2782, report as follows:

A.  We recommend that the Senate Amendment be rejected.

B. We recommend that the engrossed bill be amended as follows to resolve the matters under disagreement.

    1.  After line 25

      insert

        C. The prospective grantee shall compensate the Commonwealth in an amount commensurate with the property interest being conveyed, which shall be considered equivalent to 25% of the assessed value of the specified parcel, exclusive of any buildings or other improvements. The assessed value shall be established (i) as the most recent local real estate tax assessment available for the specified parcel or, (ii) if no such assessment is available for the specified parcel, as the proportional share of the assessment for a larger parcel in which the specified parcel has been included for the purposes of local real estate tax assessment.

    2.  After line 26

      insert

        3. That the provisions of this act shall not affect any litigation that is pending on the effective date of this act.
