That the provisions of this act shall take effect only with respect to funds or receipts received by an inaugural committee on and after July 1, 2007, and that the law in effect prior to July 1, 2007, shall remain in effect with respect to funds or receipts received by an inaugural committee prior to July 1, 2007.
