SUMMARY AS INTRODUCED:
Hampton Roads Transportation Authority. Establishes the Hampton Roads Transportation Authority and vests the Authority with responsibility for controlling, operating, and collecting tolls for the use of that portion of U.S. Route 17 in the City of Chesapeake between the North Carolina state line and the proposed Dominion Boulevard and any new or improved highway, bridge, tunnel, or transportation facility constructed by the Authority or with Authority funds within the boundaries of any of the political subdivisions with representation on the Authority. Subject to approval of at least two-thirds of the localities embraced by the Authority, an additional sales and use tax is also imposed in localities embraced by the Authority with the proceeds going to support the Authority and fund its operations.
