SUMMARY AS INTRODUCED:

Statewide Transportation Plan.  Provides that the plan must include a component that identifies transportation improvements designed to relieve highway congestion and further include a component that describes the evaluation of transportation improvements based on performance measures, such as indices measuring highway travel delay reductions or travel time improvements. The bill also requires the Commonwealth Transportation Board to consider such performance measures in evaluating and selecting transportation improvements.
